The best places to paddle board in Ventura and Oxnard: Ventura Harbor, Marina Park and the Ventura Keys, and Channel Islands Harbor, with launch spots, rentals and rules.

Ventura Harbor is the best place to paddle board in Ventura: it’s calm and protected, rentals are a few steps from the water at Ventura Harbor Village, and Harbor Cove Beach gives you an easy sandy launch. For the gentlest water of all, especially with kids, head a few miles south to Kiddie Beach in Oxnard’s Channel Islands Harbor.

The Ventura County coast is mostly open beach facing straight into the Pacific, with surf that isn’t friendly to beginners. The paddling happens in the two harbors, Ventura Harbor and Channel Islands Harbor, plus the residential channels of the Ventura Keys. They’re sheltered from the waves, full of sea lions and birds, and look out toward the Channel Islands on clear days. The trade-offs are cool water all year and afternoon wind.

Ventura Harbor and Harbor Cove Beach

Best for: beginners, rentals and a harbor tour. Flat water inside the harbor.

Ventura Harbor is a protected harbor with marinas, restaurants and the boats that run out to Channel Islands National Park. Harbor Cove Beach sits inside the harbor, across from the National Park Service visitor center, and has lifeguards in summer. From here you can paddle past the docks and the fishing fleet, toward the jetties, or east toward the Ventura Keys.

Where to launch: Carry your board onto Harbor Cove Beach and launch inside the harbor. Don’t paddle out through the harbor entrance into the open ocean unless you’re experienced and the sea is calm.

Rentals and lessons: Ventura Boat Rentals (1575 Spinnaker Drive, at Ventura Harbor Village) rents paddle boards and kayaks, walk-up and first come, first served, so arrive early. Channel Islands Kayak Center also has a Ventura location (1691 Spinnaker Drive) and rents paddle boards.

Good to know: The harbor is busy with boats, including the island ferries. Stay near the edges and out of the main channel.

Marina Park and the Ventura Keys

Best for: a quiet paddle along residential channels. Flat water.

Marina Park is a 15-acre city park at the south end of Pierpont Boulevard, overlooking the harbor entrance. It has plenty of parking, restrooms and a free public launch. From the park you can head east into the Ventura Keys, a neighborhood of channels lined with waterfront homes and private docks, where the water is usually calmer than in the main harbor.

Where to launch: Use the free launch at Marina Park, then stay in the harbor and the Keys rather than heading out past the jetties into the open ocean.

Good to know: The Keys are private homes, so keep noise down and don’t land on private docks.

Kiddie Beach and Hobie Beach, Channel Islands Harbor

Best for: beginners and families. Flat water.

Channel Islands Harbor in Oxnard is a few miles south of Ventura Harbor. Kiddie Beach, at its south end near Silver Strand Beach, has calm water and a gently sloping sandy beach, and the harbor recommends it for families and beginners. Hobie Beach, just to the north next to the US Coast Guard station, has a dedicated launch area for hand-powered craft, because motorized vessels aren’t allowed there.

Where to launch: At Kiddie Beach, use the launch area at the north end of the beach, near the surge wall. Parking is plentiful, and there are public restrooms and an outdoor shower. The speed limit in the harbor and entrance channel is 5 mph, which keeps wakes down.

Rentals and lessons: Channel Islands Kayak Center (3600 S Harbor Boulevard, Suite 2-108, Oxnard) rents paddle boards and kayaks in the harbor.

Good to know: Sea lions often gather at Kiddie Beach in season. They’re protected by the Marine Mammal Protection Act, so give them plenty of room and paddle elsewhere if they’re on the launch.

West Bank Day Dock, Channel Islands Harbor

Best for: windy afternoons and a dock launch. Flat water.

On the west side of Channel Islands Harbor, the West Bank Day Dock sits behind the Channel Islands Maritime Museum (3900 Bluefin Circle, Oxnard). The harbor notes that it’s sheltered from the prevailing winds, so it’s a good choice when the beaches are choppy. From here you can paddle the inner harbor past the marinas and restaurants.

Where to launch: Launch from the day dock behind the museum. On the east side of the harbor, the East Bank Day Dock, north of the public boat ramp, has an easy kayak launch, a rinse-off station and two-hour free parking at the green curbs.

Good to know: The dock may sometimes host the tall ship Mystic Whaler, so check for space. Give moving boats the right of way and watch for fishing lines.

When to go

You can paddle Ventura all year, but the water is never warm. NOAA has no long-term water temperature station in Ventura; its nearest stations, Port San Luis to the north and Santa Monica to the south, average about 56–58°F in January and 60–68°F in August, so expect something in that range. Most paddlers wear a wetsuit or a thick top for much of the year; our wetsuit check uses water and air temperature to tell you what to wear.

  • Summer to early fall (July–October): the warmest water and lifeguards at Harbor Cove Beach. Weekends are busy at the rental shops.
  • Winter and spring: cooler water and bigger ocean swell, but the harbors stay calm. Fewer people on the water.
  • Time of day: mornings are calmest. Afternoon wind builds along this coast, which matters most if you’re paddling back into it.

Rules and safety in Ventura

California treats a paddle board like any other human-powered vessel. According to the state’s Division of Boating and Waterways:

  • Life jacket: every vessel must carry a US Coast Guard–approved life jacket for each person. Children under 13 must wear one while underway. See our pick of the best PFDs for SUP.
  • Sound device: carry a whistle.
  • After dark: have a white light, such as a bright flashlight, ready to show in time to prevent a collision.

Harbor rules and habits:

  • 5 mph in Channel Islands Harbor, and all California boating laws apply in the harbors.
  • Stay out of the main channels and don’t cross in front of moving boats.
  • Give marine mammals room. Sea lions and seals are common in both harbors.
  • Wear a leash and dress for the water. Channel Islands Harbor’s own safety advice includes a leash, a wetsuit or suitable clothing, and paddling with a friend.

Where can beginners paddle board in Ventura?

Kiddie Beach in Channel Islands Harbor is the gentlest launch in the area. In Ventura itself, launch at Harbor Cove Beach and rent from Ventura Harbor Village. Stay inside the harbors until you’re comfortable.

Can you paddle board on Lake Casitas?

Not really. Casitas Municipal Water District lists only hard-shell boats, canoes and kayaks as allowed, bans inflatable craft of any kind, and requires every vessel to pass an inspection and a 35-day quarantine before launching. Stick to the harbors.

Do I need a permit to paddle board in Ventura?

No permit or registration is needed for a paddle board in Ventura or Channel Islands harbors. Launches at Marina Park, Kiddie Beach and the harbor day docks are free; the Channel Islands Harbor public boat ramp charges for parking.

Can I paddle board in the ocean in Ventura?
